The Welcome Table is excited to announce the launch of a new Guaranteed Income pilot program to support older adults in our community who are experiencing financial hardship.
Like many individuals across our city and country, we know that many of our neighbors face challenges like housing insecurity, under-employment, and financial stress. These challenges make it hard to build stability, even when other resources are available. To address this, we are testing a guaranteed income program—an approach that provides direct financial support so people can meet their most important needs in their own way.
Through this pilot, we will provide 10 local residents aged 62 or older who are experiencing financial hardship with $500 payments each month for the entirety of 2026. Our goal is to give our elder neighbors the stability they need to thrive and to show how guaranteed income can be a powerful tool for improving quality-of-life and strengthening our community’s greatest asset–its people.

What is guaranteed income?
“Guaranteed income is a cash payment provided on a regular basis to members of a community with no strings attached and no work requirements. It is intended to create an income floor below which no one can fall.” (Economic Security Project)
What is the goal of this guaranteed income pilot program?
We hope to contribute to the efforts of other like-minded individuals and groups to demonstrate the positive impact direct cash assistance can make in helping individuals address core needs and experience economic mobility. At the Welcome Table, we want everyone to be able to “access essential needs and experience a community of sharing,” and this pilot program is a good step in that direction.
Application Process
How do I know if I’m eligible to apply?
You’re eligible if you:
- Are 62 years of age or older
- Live within the catchment area (South of Abbotsford Ave., North of York St., East of Ridge Ave., and West of 17th St.). Unsure if you live within the catchment area? Type your home address in this link to find out: Catchment Area Map
- Your household income is at or below $32,061
What documents will I need to submit in order to apply?
- One form of photo identification to verify place of residence (driver’s license, PHL City ID, PA ID card, work or school ID)
- One financial document to verify household income (a copy of your 2024 W-2, a copy of your 2024 1040, a copy of your benefits statements (SNAP, SSI, VA benefits, etc.)
Do I need to be a US citizen to apply?
No, regardless of immigration status, if you live within the catchment area, and meet the age and income requirements, you are eligible to apply!
Why do applicants have to live within the area South of Abbotsford Ave., North of York St., East of Ridge Ave., and West of 17th St., in order to be eligible for the pilot?
The focus of this pilot program is very local to the community where the Welcome Table is located. The Welcome Table is based out of St. James School and the catchment area that applicants must reside within in order to be eligible for the program mirrors that of St. James School’s admissions team.
Selection Process
How will applicants be selected for the pilot?
After eligibility is determined, 10 applicants will be randomly selected to participate in the pilot.
How will I know if I have been selected?
Selected applicants will be notified by email and phone call. The email will come from [email protected]. A member of the Welcome Table Team will be in touch to discuss next steps.
How long will this pilot program be accepting applications?
Applications will be accepted from 09/15/2025 – 11/01/2025. When the application period ends, 10 applicants will be selected to participate in the pilot.
Pilot Details
When and for how long will I start receiving funds?
You will be receiving funds every month for 12 months.
How much money will I be receiving?
For a 12 month period, you will receive $500 monthly cash payments.
How will I be receiving this money?
If you are selected to participate in this pilot, you will meet with someone from the Welcome Table to set up your payment method.
If I am selected to be a part of the pilot, is there anything I will be required to do in order to receive the money for the full duration of the program?
No! The cash you receive in this pilot has no strings attached. All that we will ask of you is to fill out three surveys about your experience with the pilot program within the 12 month period.
